Good point that move = delete + add, which brings up the larger issue: you
don't need a lock to delete. That feels more important than a lock for a
move (and would cover it). As the svn:needs-lock property is a way to
coordinate file modifications, it doesn't feel like a big stretch to call a
delete the ultimate modification.
