Apart from antivirus software or personal firewall on that non-working computer (which has been suggested by other people in reply to your previous post), take a look at proxy settings. You can find TortoiseSVN's proxy settings in the Settings window ("Network" section). Verify if these proxy settings are the same on working and non-working computers ...
