For the authorization layer yes. But for Windows filesystem no.

This causes problems when the user access the repository using the wrong case.

Worst than that. When the repository is accessible to everyone to
read, but is constrained to write by authz rules the users can
checkout, but canĀ“t commit. This behavior is very confusing to users.
