Not from the Ubuntu people and not from the Subversion people (the SVN
project does not provide binary packages for any platform).

Download the source and follow the instructions in INSTALL. Depends
what you want - I believe there might be extreme difficulties building
Subversion's Apache modules on that version of Ubuntu due to issues with
libtool. If you don't need those server modules that that's OK.

You would have to ask the Ubuntu people, but I don't think there's much
chance of them packaging a new svn for 8.04. FWIW the current versions
of Ubuntu are shipped with the following SVN versions:
Ubuntu 8.04 LTS - SVN 1.4.6
Ubuntu 8.10 - SVN 1.5.1
Ubuntu 9.04 - SVN 1.5.4
so 1.6 just missed the boat. I found it relatively straightforward to
build 1.6.1 (minus Apache and BDB) on 9.04. Plus you have the added
bonus of being able to build serf (not included in the apt-get distro),
which allows you to work around these issues:
