I have kinda similar issue.
I also upgraded my repository from 1.4 to 1.6.1 this Saturday, also I installed latest Apache 2.2.11 (was 2.2.8)
After install and repository upgrade I tested and it looked fine. Server Windows 2003.
But now some of my checkout on big size files about 16MB get stuck and I get same as you error in log.
[Tue Apr 21 16:03:25 2009] [info] [client 111.11.11.11] (OS 10054)An existing connection was forcibly closed by the remote host. : core_output_filter: writing data to the network
[Tue Apr 21 16:03:25 2009] [error] [client 111.11.11.11] Provider encountered an error while streaming a REPORT response. [500, #0]
[Tue Apr 21 16:03:25 2009] [error] [client 11.11.11.4811A failure occurred while driving the update report editor [500, #190004]

After reboot it can get through, but the again get stuck. Tortoise just waiting with 0 kB transfer. Also I think error in log shows after I kill stuck checkout.

Sometimes it works. I tried with both Tortoise and svn.exe in subversion original package.

Bad thing I did not noticed it right away so I have 3 days commit I can't roll back. Need to solve it quick.
I will let you know if I find anything, please keep me posted on your progress.

Svn 1.4 worked worked with no problems. this is critical issue for me.
