fsfs-reshard.py Throwing Exception (SVN Version 1.6.0)

In ./tools/server-side the file 'fsfs-reshard.py' is throwing an exception:

Traceback (most recent call last):
  File "./fsfs-reshard", line 392, in ?
    raise Exception("""This script is unfinished and not ready to be
used on live data.
Exception: This script is unfinished and not ready to be used on live data.
    Trust us.

The same thing happens with the verrsion in 1.5.4.

This file is mentioned in the 1.5 version book and following versions
of it. It implies it should be working. Bug?
