cant connect to subversion server

Hi All,

I have subversion server on fedora 10. Now i need to connect to this server
from tortoise client installed on my windows machine. If i run the URL
svn://10.192.2.195:3690 on subversion server then i can see all the source
code without prompting for any authentication.

But if i run the same URL from tortoise clinet which is on my windows
machine (subversion client) then it throws error like

 " Could not connect to host 10.192.2.195" A socket opeartion was attempted
to unreachabel host.

 on windows machine , the firewall is turned off.

 Please please help. It's urgent.
