Just an update on my investigations, I've discovered "tailor", and it's
pretty much all I was after and some!

It does exactly what I described in my previous mail, incremental commits,
it can even preserve the author and timestamps, which is very nifty. It
also supports a breadth of SCM systems as both source and targets for
replication. A very nifty bit of software, and very much in the category of
"things I wish I'd written".

Very cool.
