Yes. It's not SVN in question, it's Apache.

You'll need to ask in the appropriate VisualSVN support venue.
VisualSVN is just an administrative interface to SVN & Apache so any
information on configuring Apache for this will not include
instructions on configuring Apache via VisualSVN.
