He's on a windows machine by the way. I had him delete C:\Documents and
Settings\user\Application Data\Subversion and C:\Documents and
Settings\user\Application Data\TortoiseSVN and it did ask him to relog in,
but we had the same issue. Maybe we don't know where the correct directory
is to delete?
