Yes, I know. I was only trying to interpret what they were
doing. Security issues are probably something that needs to be explained to
them.

You can still use path based security
within a single repository.

  My immediate thought is that it is possibly their way of handling security issues? Maybe they do not want the technical writers (doc repository) anywhere near the source code (src repository) and feel this is the way to handle it or is the only way they can do it.
