question on commit limits?

Hi all,
  I have a user who cannot commit more than 23 lines when trying to delete via eclipse, I have a thought that it may be subclipse needing re-install, but would rather check with you'all first to see if there is something else amiss being that the commit is blocked by a hook.
The users email(contains error):

When trying to delete files from the SVN respository via Eclipse in
>> the SVN Repositories view If I Select more then 22 files I get an
>> error:
>> delete -m "Not Need In SVN" (22 paths specified)
>> delete -m "NOT NEED In sVN" (26 paths specified)
>> A repository hook failed
>> svn: Commit blocked by start-commit hook (exit code 1) with output:
