You've made it clear enough that you're not a proficient C programmer
but why don't you just try to get a build running? You presumably have
the x64 hardware and Windows available so it would just be a matter of
getting a C compiler (GNU gcc, visual studio, ...) and the GNU
autotools. Get the build to work for x86 (see
http://svn.collab.net/repos/svn/trunk/INSTALL e.g.) and then change it
to work for x64 and see what happens. What do you have to lose? :-)

You'll have to do some reading and you might run into some C or make
errors you don't understand but I'm sure there's someone on this list
who can explain those. Really, if an x64 Subversion is important to
you, then try and get it working. It will teach you new skills and you
might be able to provide something of value back to the Subversion
project.
