You are talking about recompiling these sources like
they would have to be re-written. Let's be serious,
the volunteer whom has managed to compile them
for x86 might VERY easy recompile them for x64.
The only big deal that I see here and which I overlooked
is the testing. But it would be a start, as I mentioned
in a previous post, to have some binaries with
"use it at your own risk" label.

Well, given the fact that providing a package does not only imply
compiling, but also at least some basic testing, packaging, testing
the package and uploading it may very well be that this is a matter of
time. And as all binary packages are provided by volunteers it looks
like that there is no one who volunteered to build and maintain the
x64 packages - and "no one" implies that neither you nor me
volunteered either. Arguing that this is "not much time or cost" is
easy if it's neither your time nor your cost. You and me are in the
same boat here - I guess we'd both manage to build svn for windows x64
with the right instructions, but we did choose not to.
