The changes in 1.5.4 are as mentioned here

Installer for 1.5.4 is not available though its been long since it was
released.
Configuring zip file is not that difficult; it can be done the way you have
mentioned; you are not missing any thing; you will need to configure apache
to use the modules from Subversion 1.5.
Please ensure you remove the older versions of Subversion from your system.
You can revert back to list in case you face any issues while configuring
same.
