It pays to read the directions... Where is the HTTP.CONF file for the
bundled apache stored?

If you are using CollabNet Subversion RPM, and it appears you are,
then it comes with Apache and you should only use the Apache server it
comes with.

The readme file for the server RPM explains how to setup the server.
There is a Python script that configures it for you.

If you install the extras RPM it will also setup ViewVC for you.
