Historically, Windows has had no support for symlinks, so it has been
impossible. I believe I've heard that Windows Vista does support
symlinks? In that case, Subversion could perhaps be changed. I can't
find an issue for it in the issue tracker.

"Better" is up to you. :) I prefer UNIX-like operating systems
(specifically Mac OS X) for everything I do, but YMMV.

Symlinks are a client-side thing only. It does not matter what OS
your Subversion server is on. It matters only what OS your Subversion
client is on -- on Windows clients, symlinks are not supported.

Symlinks are copied as is, just like everything else in the
repository. Presumably you'd want to make relavite symlinks, so that
when copied to a new branch or tag, they still point to the same
relative thing within that branch or tag.
