Repository moved permanently, please relocate

Dear All,

We have a Client who has this following configuration:
Subversion 1.5.2
HTTP 2.2.8
Centos 5.2
TortoiseSVN 1.5.3

He can create a new repository, AND can connect to the repository via an
internet browser ,
but when he just tries to checkout the repository via the command line
or browse via TortoiseSVN, he gets the following error:

svn: /Repository moved permanently/ to 'http://XXX/svn/newrepo/' ;
please relocate

This is strange as nothing has been checked-out to the local folder.

Any idea?
