Hi
I've never used Cold Fusion but I believe it runs on top of Java - this link http://www.adobe.com/products/coldfusion/features/#item24 suggests it supports Java's 1.5 and 1.6 JDKs, so you could use Cold Fusion's Java integration to access SVN's Java bindings, either via JavaHL (http://subversion.tigris.org/) or SVNKit (http://svnkit.com/). I have no idea how the Cold Fusion to Java bit would work though, you'd need to check Cold Fusion's documentation.
Cheers
John
