The list is kept up to date. I just did

mv ~/.subversion ~/.s
svn co SOME_URL
grep global-ignores ~/.subversion/config

and it contains the new list:

# global-ignores = *.o *.lo *.la *.al .libs *.so *.so.[0-9]* *.a *.pyc *.pyo
# *.rej *~ #*# .#* .*.swp .DS_Store

which matches what's in the .h file. So I'm guessing you started using svn with
an earlier release that didn't have as many ignored files.
