Your solution is Piston which can be found here:
http://piston.rubyforge.org/

We are using Piston quite successfully for importing the contents of
some external projects to our own repository. I noticed some problems
when the external repository contains symbolic links which point to
nowhere because the Ruby fileutils library causes an abort. But a small
fix in Piston solved this problem.
