Almost any defect tracking tool can be made to work with Subversion.

My open source preference (instead of Bugzilla) is MantisBT
<http://www.mantisbt.org/>. Mantis is PHP based and is fairly easy to
use. And, it integrates with Subversion. Trac is a Wiki based defect
tracking system based upon Subversion. MantisBT has better workflow
customization. Plus, I think the Mantis manual is easier to
understand.

If you're looking at commercial tools, Jira is quite popular and cheap
(Academic license starts out at $600. Enterprise license tops out at
$4800 and all licenses are for unlimited users), and also has some
Subversion integration. My personal preference was TeamTrack which was
from a company called TeamShare, but got bought by Serena and is now
called Business Mashups. I have no idea what Serena did to this poor
tool.
