No, if you just dump one revision, all tags will be expanded
to full copies since where they were copied from does
not necessarily exist.

Yes, sorry, I was describing the --incremental flag when used with -r.
(I've
never used -r alone, since it would most likely create huge dumpfiles
because all tags will be full copies.)

I was just guessing, since you were only including descriptions
of your commands, not the actual commands...

Ok, I believe your problem is trying to use "svnadmin dump -r REV" with
a repository that contains a lot of tags. This will indeed create
full copies and inflate the dumpfile size since the dumpfile does
not have any past history to base the copied tags.

As odd as it seems, doing a full "svnadmin dump --deltas" of your
repository may in fact create a smaller dumpfile than dumping a
specific revision with "svnadmin dump -r REV".
(When not using --incremental flag.)
