Actually the svn services were started from a different user who doesn't have permissions.

I am able to check-out the code also without any issues. Its only when you try to do some operation on the server when I face the error i.e while commiting, creation or deletion.

Nothing has changed on server and no permissions were touched. Everything was working fine till yesterday. I am using svn protocol for everything.
How can I check if the database has got corrupted or not. Also can you please clarify if there has to be some data in transactions folder or it is empty.

Its permission issue. If you go via http ,repo is owned by apache userid. Just check if you have write permission of apache id. also, If it access via file, your userid owns it.
