I checked the db/transactions folder on the server, it is empty. Shouldn't the folder be containing something. Please advise.

I can browse the repository but none of the operations like creating directory, checkin or taggeing, deletion operations have stopped working. The error message that comes with every operation is :
Can't create directory '/SVN/QPP/db/transactions/54867-1.txn': Permission denied
Please help.
