Permanently failures during commit process ... when adding new files.

I permanently get an error message during commit process, if I add a new file to
the repository.

The error is:

Commit succeeded, but other errors follow:
Error bumping revisions post-commit (details follow):
In directory 'P:\directoryname\ '
Error processing command 'committed' in ' P:\directoryname\ '
Can't move
' P:\directoryname\.svn\props\filename.class.cpp.svn-work'
to
' P:\directoryname\.svn\prop-base\ filename.class.cpp.svn-base':
Zugriff verweigert.

If I remove the directory where the file exists in, and do run a cleanup after
this.

I can execute an update and the file just commited is perfectly checked out.

I am using the current tortoiseSVN version 1.5.4 the server is a 1.5.1 using
apache http.
