svn_load_dirs.pl doesn't ignore the files it should

As of Subversion 1.5.x, svn_load_dirs.pl is supposed to respect the
global-ignores setting in your Subversion config file. It also has a -
glob_ignores runtime option to specify a different set of ignore rules.

It's not obeying either of those for me. I have Subversion 1.5.3 and
Perl 5.8.8 installed with MacPorts on Mac OS X 10.4.11.

Does svn_load_dirs.pl actually properly ignore files for anyone here?
Can anyone else confirm the problem or suggest a solution?
