I think Tortoise's command line options rather aim at integrating
TSVN with other apps, e.g. adding custom toolbar buttons to an
editor, than using it from the command line. As Ryan wrote it's
foremost a GUI, tightly integrating with Windows Explorer.
Anyway, TSVN comes as installer package, makes changes to the
configuration (registry), and certainly would not run by simple
unpacking as DJH's binaries at Tigris do - and what was what the
OP wanted.
