Script: svn_load_dirs.pl

How do I take:

http://svn.collab.net/repos/svn/trunk/contrib/client-side/svn_load_dirs/svn_load_dirs.pl.in

and convert it to a .pl script for use on a Windows platform please?

Is the .pl file provided with any svn distribution?
