svnperms.py doesn't work on Windows

Hi Folks,

It seems to be an ongoing problem that svnperms.py from
http://subversion.tigris.org/tools_contrib.html does not work on
windows, due to the use of the Unix specific 'commands' module. This
has been mentioned in various places:

A patch has also been suggested here:

Could we please set up an issue for this problem to resolve it once and
for all - I have spent several hours on it and I can see from the above
links that I'm not the first. I checked the issue tracker and saw
nothing related to this.
