I don't know anything about KDevelop, so I don't know if this applies.

However, I do use Eclipse and know you don't need to "install"
subversion in order to use Eclipse with Subversion (if you have the
Subversion plugin installed). The same is true for TortoiseSVN.

I have a feeling that KDevelop is very similar: You have a plugin that
does library calls directly to the Subversion server and not to the
command line client. What you need to do is ask on the KDevelop forum
exactly what you need in order to use Subversion with KDevelop. They
may point you to a Subversion plugin that you need to use instead.

If they do say you need to install the Subversion client (or the
Subversion client library), you will be better off using the built in
installation tool to get Subversion. If not, Subversion binaries are
located right off the front page at http://subversion.tigris.org. Also
take a look at http://subversion.tigris.org/links.html#clients and
notice the KDESvn client. Wonder if this may be what you're looking
for.
