That link points to the PGP signatures for an archive containing additional
software used/needed by SubVersion... just as the description says.

Why don't you try
http://subversion.tigris.org

There's a section "Get SubVersion". Use the link appropiate for you.

But a more sensible way would be to use your distribution's software
installer, e.g. YaST on SuSE, apt-get on Debian/Ubuntu... saves you a lot of
trouble.
