Independent of this clarification:

I found that restart not always gets all modifications in httpd.conf or
not with all sorts of settings, only a full stop/start cycle. Dunno
though if this was a bug in previous versions or still applies (running
2.0.63 on Win2K/XP). This might be something you want to test or
at least keep in mind.
