what's with the gaps in the revision numbers (part 2)?

ok, let's try this again. what is the reason for the occasional small
gap in the revision numbers of a repo when i run "svn log"? i'm sure
i'll regret asking this, but i poked around and i can't imagine why
some revision numbers just don't exist in the full log. thanks.
