cannot access externals in a copied branch if original is locked down

I have a question about externals and permissions. I copied a branch
that had some externals, and then changed the authz file to deny
everyone access to the original branch. When I tried to check out the
new branch, I got authorization failures on the externals.

I disabled the access control on the original branch, and then the new
branch was able to be checked out successfully.

Do I do the svn copy wrong, or is this just the way Subversion works?
I am using SUbversion 1.4.x on Windows.
