I don't know if this is the case here, but many people seem to be
confusing CollabNet's binaries with the Tigris binaries. Not
unreasonably, since - in my opinion - CollabNet's binaries provide added
value over the (excellent) Tigris binaries. CollabNet
(http://www.collab.net/downloads/subversion/) require registration to
download *their* Windows binaries; I suspect one reason they do that is
so systems admininstrators don't just point their users at CollabNet but
instead download the binary themselves, and provide it to their users
locally. So in that regard, yes, I suspect it is about money -
CollabNet would prefer to keep their bandwidth low for what is,
essentially, a free service to the community. (Disclaimer: I have
nothing to do with CollabNet; I'm not even a customer).
