Exactly.

I will experiment with your hook script as a starting point. I'm
thinking of adding a "lookup file" that would contain a list of tag
names (and/or branch names -- I'd like to also be able to lock
branches). If the name is present in the list, said branch or tag is
locked. Remove it from the list, and you unlock it.

The lookup file seems lighter to manage than the authz file. As for the
admin. intervention required for each branch/tag, that's the way
ClearCase does it as well, so that's fine with me.
