The following hook should do it.

To expand on this point - how can tags be truly locked such that some can
be modified and others not.

I know you could control this via the authz file - however this would
require administrative intervention *for each* tag needing locked.

Anyone have any alternative suggestions?

Hello list,
Once a tag has been created (not a /specific/ tag, any tag), how can I 
prevent the users from modifying its contents ?
In the current situation, anyone can just checkout the tag, modify 
something and then commit. If you export the tag later on, you get the 
modified version.
How can I prevent that ?
