sounds like over engineering to me...
 
NO CONFIG needs to be configured on either side..... exect the config on svn on server side authz and paassword HASHED / COMMENTED OUT!!!!!!!!!!!! this is for baisc starters set up like me LOL
 
I am REALLY new to svn+ssh.... even svn i just recently installed / configured...
 
linux side :
 
--> /etc/xinet.d/svn --> as per documentation
--> svn user -> make sure the SVN USER home directory = svndamin create path to repos
--> make sure /usr/local/bin ( # whereis svn / svnserver ) has wrapper scripts
--> /etc/services with svn is configured
--> CAN YOU SSH with keys via puTTY in WindoZe to linux server???????????????
          --> sshkey-gen on linux
          --> cat id_rsa pub to authorized_keys
          --> winscp id_rsa to windoZe
          --> load windoZe id_rsa into PuTTY gen and save as private_key.ppk
          --> put ppk into SVN HOST session in puTTY under ssh authorized section.. make sure
--> diagnose on server side with svn+ssh://username@ipadress/path/to/repos
 
FIRST OF ALL make sure you can ssh via puTTY to linux server without password auth..
 
Excuse me if i am being naive, however your responses are a little ambiguous....
