Welcome to Subversion (and Linux). You should probably begin by
reading the Subversion Book:

It should explain everything you need to know about how to use
Subversion and some generic information on how to install and
configure it. I don't know what package manager is available on
Mandriva or Red Hat, so you should consult your Mandriva or Red Hat
documentation. Then you can probably use whatever package manager is
available to install Subversion. Or you can download binaries for
many operating systems here:

There are many GUI clients. Some are listed on this web page:

I can't help with NetBeans.
