As far as IDE integration is concerned, I know of one such tool (not free though) "SVN SCC Proxy" which lets you use SVN with any Microsoft SCC enabled IDE. (the tool you are using is most probably connecting to VSS through MS SCC api which means, this proxy tool may work for you).
