As far as I know there is a 'standard' that defines functionalities a tool must provide to integrate with IDEs which integrate to VSS. We are using a tool that is not common and can be integrated to VSS, but no other SCM tools, and we're forced to use VSS instead of SVN, which is in use in other development areas.
