Definitely the "transactions" directory is not there. If I don't specify archive-type "transactions" directory is not created in the copy.

A little more info. I am using FSFS and the version of hot-backup.py that I am using is 27407 revision of http://svn.collab.net/viewvc/svn/trunk/tools/backup/hot-backup.py.
