Crash on Japanese Systems

Hello,
I'm using the svn C-libraries and a user encountered a strange crash
on a japanese Windows.

If the user is logged on with a japanese username, subversion crashes.
I don't have a crash log yet, because I don't have a japanese system,
but it seems as if the crash happens in svn_config_ensure.
It seems that it tries to access something in the user's folder, maybe
it's config file and can't access it, because the username is Japanese.

Does anybody knows something about such an issue. Is it a known bug or
is there an idea how to fix it from my side?
