Common security file set

Running Subversion 1.4.6 as a service on Windows Server 2003.

D:\SVN contains several repositories:
\SVN
    \repo1
        \conf
        \dav
        \db
        \hooks
    \repo2
        \conf
        ...etc
    \repo3
        \conf
        ...etc

The majority of these repositories' \conf files (svnserve.conf, passwd-db, authz) will have the same contents. Is there a way to provide a pointer to a common set of these files to ease management of them? For the heck of it, I tried equivalently named shortcuts pointing to a common folder, which didn't work. Is there a way to do this?
