Neither of those tools was written by anyone here, so it isn't terribly
surprising that no one responded. You would need to approach the
authors involved, who sadly don't seem to be supporting the software any
longer: Simon Tatham doesn't even mention svndumpfilter2 on his own site
and Martin Blais specifically states that he has no time to support
svndumpfilter3.

You might want to check out this reimplementation (in Perl):

which is another attempt at improving svndumpfilter in a different
direction. I'm interested in the topic of "reparenting" (where you
rewrite the dumpfile to radically restructure the repository). At some
point, if Martin Scharrer's code doesn't do what I want, I may take a
stab at it myself, but don't ask me any questions either, since I'm not
at the point where I know anything more than you do... :(
