TortoiseSVN is a complete client -- it includes the svn-1.4.6 libraries
which are what it uses. It does not need, nor use, the command line client.

You can have any version of the CLI installed (or none at all) and it
doesn't matter to TSVN.

If you want to install svn-1.4.6 CLI, you can just unzip it somewhere and
put it's bin directory in the they path. You'll probably want to uninstall
1.4.5 first.
