Win32XP svn 1.4.5 => 1.4.6

Message The 1.4.5 svn had an installer (svn-1.4.5-setup.exe), it set up the
registry and what all. It made C:\Program Files\Subversion.

The 1.4.6 svn is just a zip file, I has a different directory structure with
parts apparently missing; Subdirectories doc, helpers and licenses do not
exist.

The latest TortoiseSVN says it wants svn 1.4.6, but how is Tortoise supposed
to find it in C:\Program Files\svn-win32-1.4.6 ?

Svn 1.4.6 was obviously made by a different organization than 1.4.5. Should
I trust it?

Am I supposed to hack the registry or change the directory names?
