What you want is something along these lines (note, this is untested):

* ^Delivered-To:.*users_at_subversion.tigris.org
| formail -i "Subject: [svn-users] `formail -xSubject:`"

I don't really care one way or the other what the subject line of the
mailing list is... but can we please end this thread now?
