'Make a modification to a committed file' was the question. I
interpreted that as "modify and overwrite the committed version with
the modified version" which isn't possible.

Ofcourse, if the modification is allowed to generate another commit,
sure, it's true. But that wouldn't justify the question, as,
obviously, a version control system will have multiple
versions/revisions of a file....
